Due to the size of this document (approximately 16MB), you may experience a delay before it opens. If you are using a dial-up modem, we recommend you use the CD version of the Manual. All other documents on this website are accessible using a dial-up modem.  A smaller  zipped copy  (14MB) is also available.

Supplemental Medicaid Bulletins – bulletins that have not been incorporated into the manual and must still be retained for reference will appear on the Supplemental Bulletin List.

About the Manual 

The electronic Medicaid Provider Manual contains coverage, billing, and reimbursement policies for Medicaid, Healthy Michigan Plan, Children’s Special Health Care Services, Maternity Outpatient Medical Services (MOMS), and other healthcare programs administered by the Michigan Department of Health and Human Services (MDHHS).

Although MDHHS will continue to issue paper policy bulletins as necessary, paper manuals are not provided. The online version of the Manual is updated quarterly to incorporate any policies transmitted via policy bulletins since the last Manual update.

If you would like to receive a CD version of the Medicaid Provider Manual, you will need to submit a request to MDHHS. You will receive the current published version of the manual that is available at that time.  The request must include a company/facility name and address, National Provider Identifier (NPI) (if applicable), telephone number, and a contact person’s name.  You may submit the request by mail, fax, or e-mail to one of the following:

Providers using the CD will need to retain all bulletins received throughout the year to use in addition to the CD. 

 

Using the Manual 

The Manual was created in Adobe Acrobat portable document format (PDF).  To view and utilize the link and search functions of the Manual, you will need to have Adobe Acrobat version 6.0 or higher.  If you do not have this software, or a lower version, you can click on the Adobe Acrobat Reader Icon below to download the software free of charge.

  

To acquaint yourself with this manual, begin with the Medicaid Provider Manual Overview.  The Overview describes how information is organized and how to navigate through the document. Using the Overview, you will be able to identify the chapters most relevant to you and your activities.  We believe you will find the format and search capabilities of this Manual to be user-friendly and having all policies in a single document very convenient.

The recommended web browser to open the Medicaid Provider Manual is Microsoft Edge, Mozilla Firefox, Google Chrome, and Microsoft Explorer 11.  Keeping your web browser up to date is very important.  Newer web browsers let you use more features and new technologies resulting in a better browsing experience.

For best viewing experience adjust your personal computer settings to open all PDF files in Adobe Acrobat Reader.  It is easiest to navigate the manual using bookmarks.  Enabling bookmarks depends on which web browser you are using.

To enable bookmarks in Internet Explorer:

  1. Open Acrobat

  2. Go to Edit >> Preferences >> Internet

  3. Uncheck the option Allow Fast Web View

Now, open the PDF in IE and all the bookmarks are available.

For Microsoft Edge enable Adobe flash player.

  1. Open Microsoft Edge

  2. Click on Three dots symbol that is at the top right corner of the browser and click on Settings.

  3. Click on View advanced settings.

  4. Turn on Adobe Flash Player.

Printing the Manual 

MDHHS discourages printing of the manual because of the cost and loss of functionality (e.g., search capability).  However, if you decide to print, it is suggested printing be limited to only those chapters relevant to your practice or interest, and that printing be done in black and white.
